Chieftain Beluga (also known simply as the MerLeader) is serves as the ruler of the Vaycaylian people in Spinner Cay. By the time Gubrish made it to Spinner Cay, he found Elaine Marley try to lower the tensions between the MerLeader and McGillicutty. She, along with McGillicuty and Elaine can ber found in the chieftain's structure. The Merleader itself, is in a water tub-like throne which includes own heating mechanism.
After Guybrush, collected all three artefacts of the Vaycaylians, Mcgillicutty order his crew to lay siege to Spinner Cay, and kidnap the Merleader. Bizarely, McGillicutty threatened drowning the Merleadaer if Guybrush did not hand the artefacts over, despite the obvious fact that Vaycalians have an affinity and can breath underwater.

While the Merleader refused to help McGillicutty by giving him the artefacts, she was shown to be polite towards Guybrush and gladly gave him information on the artefacts.
