Low Street was a road in Mêlée Town with a number of stores. Overlooking it was the famous broken clock (always showing 10 o'clock). Passing through the arch led to High Street, while the opposite direction was the path to the Mêlée Docks.
The Men of Low Moral Fiber with Muenster Monster were sitting there. Citizen of Mêlée was also standing there.

Trivia[]
There are some doors that when Guybrush Threepwood opens one, instantly exits from another in a different location. In the Passport to Adventure demo, Guybrush could also "teleport" at the parapets and walk behind the clock.
